Sean Mannix is a seasoned law enforcement professional dedicated to 36 years of public safety. Throughout his career, he has served in various influential leadership roles, including Assistant Chief of Police in Austin and Chief of Police in Cedar Park, Texas. His career has been characterized by a relentless focus on enhancing policing strategies, implementing innovative training programs, and promoting community-based leadership. After retiring in 2020, he continued to serve the public as Statewide Traffic Incident Management Coordinator for the Texas Department of Transportation.
Childhood and Family
Born in California, he was one of five children in his family. From an early age, he felt a strong pull toward a career in law enforcement, a path inspired by his father, who was also in the profession. At 18, Sean joined the U.S. Marine Corps Reserve, a decision that shaped his leadership abilities and instilled a strong sense of discipline and responsibility in him.
Educational Background
Sean earned a Bachelor of Science in Criminal Justice from Excelsior College, graduating with honors. He then pursued a Master of Arts in Homeland Security from American Military University. Sean has furthered his professional growth through prestigious training programs, including graduation from the FBI National Academy, the Leadership Command College, and the Senior Management Institute for Police. Additionally, he completed the LAPD West Point Leadership Program, enriching his expertise and leadership skills.
Starting His Law Enforcement Career
Joining the Alameda Police Department
Upon completing his Marine Corps service, Sean returned to Alameda, California, to embark on his law enforcement journey. At just 20 years old, he became the youngest officer to join the Alameda Police Department. His early career involved a wide range of duties, from patrolling the streets to responding to emergency calls, which laid a solid foundation for his future in law enforcement.
Moving to the Austin Police Department
In 1993, Sean Mannix made a pivotal career move when he relocated to Austin, Texas, to join the Austin Police Department. His time in Austin spanned 20 years, and he quickly advanced through the ranks. Starting as a patrol officer, he became Assistant Chief, overseeing multiple divisions and key projects. His many accomplishments in Austin were reducing crime through the COMPSTAT model, expanding community outreach efforts, and enhancing cooperation with federal agencies such as the FBI and DEA. Sean’s leadership also included roles in critical divisions, including the Organized Crime Division, which handled major criminal operations, and the Central Bureau, which focused on crime prevention and community safety.
Becoming Chief of Police
In 2013, Sean took on a new challenge when appointed Chief of Police for the Cedar Park Police Department. During his tenure as Chief, he implemented several transformative initiatives to position the department for long-term success. He focused mainly on improving officers' training programs, emphasizing community policing to strengthen relationships between law enforcement and the communities they serve.
Sean also introduced forward-thinking programs, such as de-escalation training, the adoption of body-worn cameras, and a wellness program for officers that became nationally recognized. Under his leadership, the Cedar Park Police Department became one of the most sought-after departments in the region, with a diverse and highly respected workforce and a reputation for fostering strong community trust.
Recognition Across the Nation
His leadership in Cedar Park earned him widespread nationwide recognition from law enforcement communities. The Cedar Park Police Department achieved dual accreditation from the Texas Police Chiefs Association and the Commission on Accreditation for Law Enforcement Agencies (CALEA). Under his direction, Cedar Park also gained national prominence for its high participation in National Night Out, which fosters positive relationships between law enforcement and communities. The department consistently ranked first or second in Texas for National Night Out participation.
Retirement and Life After Law Enforcement
In 2020, after over 30 years of service, retired as Chief of Police from Cedar Park. Though his active law enforcement career ended, Sean continued to serve in new ways. He remains involved with the field as a board member for Sigma Tactical Wellness, an organization focused on improving the health and well-being of first responders. His work with Sigma includes promoting cardiac health and wellness programs for police officers and emergency responders. Additionally, he supports Williamson County Crime Stoppers, a nonprofit organization dedicated to solving crimes and enhancing public safety.
Beyond the Spotlight
Apart from his professional achievements, he is a devoted family man. He has been happily married to his wife, Eileen, for many years, and they have four daughters. In September 2025, Sean and Eileen will celebrate their 20th wedding anniversary, marking two decades of mutual love and support.
Outside of his professional life, Sean enjoys hobbies such as aviation, fishing, and spending time outdoors. These activities provide him with opportunities to unwind and recharge after a long and demanding career in law enforcement. He is also an avid reader with a passion for lifelong learning.
